إنها ممارسات أمريكا ضد الشعوب الأخرى

كتاب الهيمنة أم البقاء للكاتب الأمريكي نعوم تشومسكي يعتبر من أهم الكتب التي تتناول قضايا السياسات الأمريكية.. ليس لأن مؤلفه عالم لغوي ومفكر كبير فقط بل لأسلوب التحليل العميق في الكشف عن السعي الأمريكي نحو السيطرة على العالم ضاربة عرض الحائط بالمبادىء والقيم الإنسانية. كما يتطرق إلى الأهداف الحقيقية لإدارة بوش من وراء غزو العراق وخفايا العلاقات الإسرائيلية - الأمريكية وممارسة أمريكا لإرهاب الدولة من أجل اخضاع أنظمتها لسيطرتها. إنه كتاب جدير بالقراءة لأنه يجعلنا كعرب نعرف أين نقف ومع من نتعامل لكي نستطيع تحديد مواقفنا وأفعالنا.
يورد الكتاب في الفصل الأول مقولة دارفست ماير وهو من كبار أعلام البيولوجيا الذي يؤكد أن تاريخ الحياة على الأرض يدحض الزعم القائل بأنه خير لك أن تكون ذكياً من أن تكون غبياً وذلك بالرجوع الى النجاحات البيولوجية على الأقل، فالخنافس والبكتيريا أنجح من البشر بكثير من جهة البقاء على قيد الحياة.
وذلك يشير إلى أن البشر استخدموا ذكاءهم لتدمير أنفسهم وأرضهم على امتداد تاريخهم بحيث يجعلهم ذلك خطأ بيولوجيا بتعديهم على البيئة الحاضنة للحياة.
ثم يؤكد الكاتب أن عام 2003 تضمن الكثير من المخاوف الواقعية التي لها ما يبررها بشأن بقاء الجنس البشري على قيد الحياة. ملقياً باللوم على إدارة بوش التي عمدت إلى عرقلة جهود منظمة الأمم المتحدة الرامية إلى حظر عسكرة الفضاء الخارجي، وهو خطر جسيم يتهدد البقاء كما أنها وضعت حداً نهائياً للمفاوضات الدولية لدرء الحرب البيولوجية ومضت إلى ضمان حتمية الهجوم على العراق برغم المعارضة الشعبية وبالرغم من تحذير منظمات الإغاثة ذات الخبرة الواسعة في ظروف العراق من هذا الغزو الذي قد يعجل بكارثة إنسانية. كذلك مضى الرئيس بوش ومساعدوه في تقويض المساعي الدولية الهادفة إلى تقليص الأخطار التي تكتنف البيئة والمسلم بأنها أخطار جسيمة.
ارتياب شديد
وأشار الكاتب إلى أنه في مستهل عام 2003 كشفت الدراسات أن الخوف من الولايات المتحدة قد بلغ ذرى عالية جداً في جميع أنحاء العالم مشمولاً بارتياب شديد من قيادتها السياسية ونبذها لأبسط حقوق الإنسان وازدرائها للديمقراطية بشكل لم يسبق له مثيل. ثم يعهد الكاتب بأسلوبه التحليلي العميق الى كشف الأساليب الاستبدادية التي تختفي وراء قناع الديمقراطية الذي تلبسه أنظمة دول كبرى مثل أمريكا وبريطانيا.
السيطرة على الأفكار
ويؤكد نعوم تشومسكي انه في المجتمعات الحرة يتعذر استدرار الطاعة بالسياط، لذا كان من الطبيعي أن تنشأ المؤسسات الحديثة للسيطرة على الأفكار تلك التي تسمى صراحة دعاية فكانت الريادة في ذلك لبريطانيا بوزارة الأنباء التي استحدثتها لتوجيه أفكار العالم بمعظمه وسرعان ما حذا حذوها ويلسون الرئيس السابع والعشرون للولايات المتحدة (1924 - 1856) من خلال تشكيله للجنة الإعلام العام التي هدفت الى السيطرة على أفكار الجمهور وتوجيهه وفق السياسات التي تريدها السلطة الحاكمة. مشيراً إلى أن إدارة ريجان استحدثت دائرة الدبلوماسية العامة من أجل صنع القبول والموافقة الجماهيرية على سياستها الإجرامية التي يمكن اعتبارها بمثابة العهد الأول لحكام واشنطن الحاليين واستمر خلفاؤهما في الإيضاح أن أمريكا تحتفظ لنفسها بحق العمل من طرف واحد في الاستخدام الأحادي للقوة العسكرية لضمان الوصول الحر إلى الأسواق الرئيسية ومصادر الطاقة والموارد الاستراتيجية. وهذه المبادىء ترسخت ليس من هذه المرحلة بل إلى مطلع الحرب العالمية الثانية حيث خلص المخططون للامبريالية الكبرى إلى ضرورة أن تسعى الولايات المتحدة إلى امتلاك قدرة لا ريب فيها.
استراتيجية الامبريالية
وينتقل نعوم تشومسكي في الفصل الثاني للحديث عن الاستراتيجية الامبريالية الكبرى للولايات المتحدة التي تمثلت في إعلانها عام 2002 عن نيتها للحفاظ على هيمنتها كأقوى دولة في التاريخ من خلال التهديد بالقوة المسلحة أو باستعمالها فعلاً. كما تؤكد هذه الاستراتيجية حق الولايات المتحدة في اللجوء إلى شن حرب وقائية مخالفة للقانون الدولي وتندرج في جرائم الحرب. ويقر بعض المدافعين عن الاستراتيجية الأمريكية أنها تتعارض بشكل فظ مع القانون الدولي لكنهم لايرون في ذلك أي ضرر لاعتبار أن هذا القانون حسب رأيهم لا يعدو كلاماً فارغاً. وقد أوضحت واشنطن خلال حملتها ضد العراق أنها ستتجاهل مجلس الأمن ولن تتقيد بميثاق الأمم المتحدة، كذلك نصحت القيادة الاستراتيجية بوجوب أن تحتفظ الولايات المتحدة بحق الأولوية في استعمال الأسلحة النووية. وأن التسابق إلى امتلاك الأسلحة التدميرية الشاملة حتى بين قوى صغيرة ليزيد من حجم المشكلة المهلكة.ثم أصبح هناك سعي أمريكي للهيمنة على الفضاء لكي تتمتع بالحصانة والمنعة وأن تعمل على ضمان حدود معينة لأية ممارسة سيادية من جانب دول قد تعوق مخططاتها العالمية.
تعديل المخططات
وقد جرى تعديل هذه المخططات على مر السنين للتعامل مع التحولات، خاصة بعد أحداث 11 سبتمبر الذي عزز وسائل العنف بشكل مطرد دفع الجنس البشري المهدد بالانقراض الى شفير الكارثة. ثم يتناول الكاتب تطبيقات هذه الاستراتيجية على الوضع العراقي الذي تمثل في اظهار العراق ورئيسه صدام حسين كمصدر مطلق للشر واقناع الجمهور بامتلاكه لأسلحة دمار شامل وحشد حملات دعائية لتبرير الحرب على العراق وكان من الواضح منذ الوصلة الأولى للحملات الدعائية انها تفتقر للمصداقية وقد عارضت عمليات التفتيش على الأسلحة لانها خشيت ألا تؤدي إلى شيء. ومضى بوش وأعوانه في اطلاق التحذيرات المخيفة حول خطر صدام حسين الداهم على الأمم المتحدة وعلى جيرانه وارتباطاته بالإرهابيين الدوليين ملمحين دون مواربة إلى تورطه في هجمات 11 سبتمبر وفي غضون أسابيع صار 60% من الأمريكيين يعتبرون صدام حسين خطراً مباشراً على أمريكا. وكان من الواضح أن هدف أمريكا هو تنصيب النظام الذي تراه في العراق حتى لو نزع صدام حسين سلاحه تماماً واختفى هو وجماعته وقد أعلم أرنست أري فلايشير الناطق باسم البيت الأبيض الصحفيين بهذا الهدف قبل ضرب العراق. وقد قامت أمريكا بإرسال موظفين كبار لمجلس الأمن لحث القادة على التصويت إلى جانب الولايات المتحدة حول العراق أو المجازفة بدفع ثمن باهظ حتى لو كانت شعوب هذه الدول تعارض الحرب. وحين فشلت بعد احتلالها للعراق في العثور على أسلحة دمار شامل انتقل موقف إدارة بوش من الحديث من اليقين المطلق بوجود هذه الأسلحة الى الحديث عن الاتهامات الأمريكية يسوغها اكتشاف أجهزة من الجائز استخدامها لإنتاج تلك الأسلحة مع انه من الوجهة العملية لا يوجد بلد ما إلا ويملك الامكانية والقدرة على أسلحة الدمار الشامل.
هجمات على الدول
ويستعرض الكاتب في هذا الفصل هجمات الولايات المتحدة على دول لتغيير أنظمة الحكم فيها مثل نيكاراغوا وليبيا وبنما بادعاءات أنها تشكل تهديداً للأمن القومي الأمريكي مستخدمة فيه أسلوب الإرهاب الدولي. ولم تقم هذه الدول بالرد على الهجمات الأمريكية بعمل تفجيرات في ولاياتها أو عمل اغتيالات سياسية بل لجأت دولة مثل نيكاراغوا إلى المحكمة الدولية كي تسعفها وفي عام 1986 أصدرت المحكمة قراراً لمصلحة نيكارغوا وأدانت واشنطن على استعمالها غير المشروع للقوة وأمرتها بدفع تعويضات وصلت قيمتها إلى 17 مليار دولار واستطاعت أمريكا السيطرة من جديد على نيكاراغوا وجعلتها تتخلى عن مطالبتها بالتعويضات ويذكر الكاتب أن رقم 17 مليار دولار هو نفس المبلغ الذي دفعه العراق إلى الافراد والشركات تعويضاً عن غزوه للكويت كما ان عدد قتلى الاجتياح العراق كان جزءاً ضئيلاً من قتلى الاجتياح الأمريكي لنيكاراغوا، وإسرائيل للبنان عام 1982، ولم تكن هناك أي تعويضات لكن الكاتب يشير إلى التعريف الأمريكي السياسي للإرهاب بأنه مكافحة التمرد حتى لو مارست هي نفسها الإرهاب لتحقيق هدفها، والتعاريف الرسمية للإرهاب لا تجيب عن كل سؤال بدقة ولا ترسم حدوداً واضحة بين الإرهاب الدولي والعدوان أو بين الإرهاب والمقاومة. وتشتط الولايات المتحدة بعيداً في وصفها لمن يقومون بمقاومة العدوان الأمريكي بالإرهابيين.
عصر التنوير الجديد
وفي الفصل الثالث الذي يسميه نعوم تشومسكي عصر التنوير الجديد يشير فيه إلى أن الأعوام الأخيرة من الألفية الثانية شهدت عرضاً ضخماً وحماسياً من تملق الذات مصحوباً بتهليل مخيف لقادة عالم جديد مثالي عاكف على وضع حد نهائي للبربرية ومنذور لخدمة المبادئ والقيم، ولأول مرة تتصرف الأمم المتمدنة تحت قيادة الولايات المتحدة بروح الغيرية والحمية الخلقية في التماسها المثل العليا السامية إلا أن الواقع يكشف عكس هذه الشعارات البراقة حيث أن سجل الأعمال الإرهابية والإجرامية التي شهدتها السنوات القريبة جداً كانت بدعم حاسم من أمريكا كقوة عظمى متسلطنة وحلفائها، فعام 1997 كان عاماً مهماً بالنسبة لحركة حقوق الإنسان، في ذلك العام وحده تدفق حجم لأسلحة الأمريكية لتركيا بقدر المجموع العام للمساعدات العسكرية لتركيا طوال حقبة الحرب الباردة وذلك ساعد تركيا في حملتها ضد الأكراد البؤساء وتهجيرها للملايين منهم القاطنين في الأرياف وعاثت فيها خراباً وخلفت آلاف القتلى واستخدمت أغرب وسائل لتنكيل الهمجي واعتبرت رقم 1 في تلقي الأسلحة الأمريكية. وفي العام ذاته بدأت المساعدات إلى كولمبيا ترتفع بوتيرة متسارعة زادت من 50 مليون دولار إلى 290 مليون دولار في ظرف عامين اثنين، وهذه المساعدات العسكرية كانت لها تداعياتها على السكان المعذبين في كولومبيا حيث دفعت برجال حرب العصابات إلى أن يصبحوا جيشاً اخر يروع الفلاحين وأهالي المدن وبالرغم من ذلك فإن كل هذه الأعمال كانت ردة الفعل الأمريكية تجاهها هي الصمت المطبق والدعم المتزايد للأعمال الوحشية. وكانت هناك قصة رعب اخرى في نفس هذا العام في تيمور الشرقية حيث صعدت اندونيسيا من عملياتها في تلك المنطقة بدعم أمريكي وبريطاني وسقط آلاف القتلى وتم طرد مئات الآلاف من بيوتهم بعد تصويت سكان تيمور الشرقية على الاستقلال في الاستفتاء، ورغم ذلك كررت إدارة كلينتون آنذاك موقفها من أن تيمور الشرقية هي مسؤولية الحكومة الأندونيسية لكن الضغط الدولي والتغطية الإعلامية للأعمال الوحشية جعلت إدارة كلينتون تسحب دعمها لأندونيسيا مما دفعها إلى الانسحاب من تيمور الشرقية وكان الدرس واضحاً وضوح الشمس من إنه ينبغي ايقاف الدعم الأمريكي لمن يقومون بالجرائم من أجل ايقافها، لكن ذلك لم يكن الدرس الذي تم استخلاصه بل تم إظهار السياسة الخارجية الأمريكية على أنها دخلت مرحلة ملؤها النبل.
أحداث كوسوفو
وبنفس هذا الأسلوب يتناول الكاتب أحداث كوسوفو التي اظهرت ان الولايات المتحدة قد تدخلت بروح الحمية الخلقية لحماية السكان الكوسوفيين من عمليات القمع الصربي لهم. إلا أن الحقيقة هي إن هذا التدخل من أمريكا وحلفائها من الحلف الأطلسي لم يكن استجابة إنسانية لعمليات التطهير العرقي بل لقطع الطريق على الأخطار التي تهدد حلف شمالي الأطلسي والقوة الأمريكية من رجل تحداها مثل ميلوسيفيتش، وأن قصف صربيا كان عبرة لأي دولة أوروبية قد يتبادر إليها أنها مستثناه من قواعد حقبة ما بعد الحرب الباردة ولتأكيد هيمنة الولايات المتحدة في أوروبا وإجهاض أي محاولة لخروجها عن السيطرة الأمريكية والدليل على ذلك انه بعد أربع سنوات فقدت كوسوفو أي اهتمام من قبل أمريكا - وأوروبا رغم ان نصف سكان هذا الإقليم يرتعون اليوم في البؤس. هذه الشواهد يسوقها الكاتب ليدل على أن مواقف افدارة الأمريكية وحلفائها لا تنبع من أهداف إنسانية خلقية كما يظهر في الشعارات بل لغرض فرض هيمنتها فمثلاً عندما عارضت تركيا أوامر واشنطن عام 2003 في رفض السماح بشن هجوم على العراق بدأنا نقرأ عن سجلات تركيا المروعة في تعذيب وقتل الأكراد رغم أنها كانت تتم بمساعدات أمريكية. ويشير الكاتب إلى أن الصيغة الدرجة لرسالة ما تسمى بالدول المتحضرة المستنيرة مفادها أن الحاجة إلى الاستعمار ماسة اليوم مثلما كانت في القرن التاسع عشر لحمل مبادىء النظام والحرية العدالة إلى باقي انحاء العالم، والتي تعيد الغرب إلى شريعة الغاب للتحكم بمصير الدول وشعوبها
الأزمنة الخطرة
وفي الفصل الرابع الذي يسميه الكاتب الأزمنة الخطرة للإشارة إلى المخاوف الحقيقية التي تهدد الجنس البشري من جراء سياسات الإدارة الأمريكية يستحضر نعوم تشومسكي أزمة الصواريخ الكوبية التي كان يمكن ان تؤدي إلى حرب ذرية تهلك نصف الكرة الأرضية ليؤكد أن بوش يجهل قراءة التاريخ في تعاطيه مع الوضع في العراق مع خلاف تعاطي جون كنيدي مع كوبا الذي اختار سياسة العزل بديلاً عن العمل العسكري في حين ألزم بوش نفسه بالعمل العسكري وحده ليؤكد الكاتب بعد ذلك أن وحشية هجمات 11 سبتمبر لا تقل عنها الوحشيات التي ارتكبتها أمريكا في الدول التي كانت يومياً تعاني من فظاعة مماثلة لهجمات سبتمبر بفعل الإرهاب الأمريكي. ويتناول الكاتب جوانب من تاريخ الشخصيات التي وظفتها إدارة بوش في تسويق الحملة المعلنه على الإرهاب بعد 11 سبتمبر ومن بينها جون نيغروبونتي الذي كان يدير السفارة الأمريكية في هندوراس يوم كانت القاعدة الرئيسية للهجمات الإرهابية على نيكاراغوا وقد وقع عليه الاختيار يكون المشرف على الجانب الدبلوماسي للمرحلة الراهنة من الحرب على الإرهاب داخل أروقة الأمم المتحدة، أما الجانب العسكري فيديره رامسفيلد الذي كان موفد ريجان للشرق الأوسط خلال فترة من أسوأ الفترات، كما انتدب لإرساء علاقات أمتن مع صدام حسين، أما كولن باول الذي قام بدور المعتدل في الإدارة الأمريكية فقد عمل مستشاراً للأمن القومي إبان المرحلة النهائية من مراحل الإرهاب والأعمال الوحشية مقوضاً دعائم الدبلوماسية في عقد الثمانينيات في أمريكا الوسطى ومسانداً نظام الفصل العنصري في جنوب أفريقيا. ويقول الكاتب الآن تختفي الجرائم على أيدي المنتصرين بالطريقة المعهودة إلا أنها لا تذهب طي النسيان لدى الضحايا ففي الوقت الذي أدان الباناميون بدورهم هجمات 11 سبتمبر إلا أنهم تذكروا موت الناس الفقراء عندما هاجمتهم الولايات المتحدة في سياق ما يسمى بالقضية العادلة. وربما تؤكد هذه الذكريات مستوى التأييد المتدني للقصف الأمريكي لأفغانستان ففي أمريكا اللاتينية حيث التجربة الأطول عهداً مع العنف الأمريكي كان التأييد في أدنى درجاته لأنهم يتذكرون أن الحكومة الأمريكية هي أحد أكبر عرابي الإرهاب ورعاته.
